The grievance appeal filed by Tom Richards and Cesar de la Cruz was ruled to be valid by the Professional Rodeo Cowboys Association, and they have been placed in the draw for the 2014 WNFR.
The decision bumps Chad Masters and Kinney Harrell to 16th, and now they have the right to enter into the same three-stage grievance process, as per the PRCA‘s bylaws, as Richards and de la Cruz did.
