As per the PRCA:

COLORADO SPRINGS, Colo. – The appeal lodged by Chad Masters and Kinney Harrell was denied by the PRCA’s Grievance Review Committee on Nov. 25 and the team roping field for the Wrangler National Finals Rodeo in Las Vegas will remain the same, with Tom Richards and Cesar de la Cruz confirmed as the 15th pair in the lineup.

Richards and de la Cruz won their grievance to be included in the WNFR field on Oct. 31, which bumped Masters and Harrell from the field.

Masters and Harrell then initiated their own three-step grievance process, which concluded with the Grievance Review Committee ruling. The committee met on Nov. 24 and deliberated overnight before announcing the decision.
